I got rid of this new message and changed the existing publishing to allow a
metadata-only commit, affected areas are `SegmentTransactionalInsertAction`,
`IndexerMetadataStorageCoordinator`, and `SequenceMetadata` and
`BaseAppenderatorDriver`
