Re-arrange work is done and tested on dev cluster, now users can design their own autoscaling algorithm. Also added more UTs to cover: 1. Create, start, reset and stop autoscalers. 2. `SeekableStreamSupervisor` scale up/down action. 3. `KafkaSupervisor` task scale action during consuming records from Kafka server. These UTs are passed and code coverage check is successful. PTAL :) Job 40 and 55 are failed unexpectedly, but I think they are not this PR related.
