   This change allows for providing custom calcite rules from extensions to 
participate in query planning. The custom rules from extensions could be used 
to either do logical transformations for a query plan (some org specific 
optimization or experiment through a custom extension) or physical 
transformations (custom native query planning).
   
   For adding a custom rule, the extension will require an implementation of 
`DruidExtensionCalciteRuleProvider` which will provide the custom rule. Along 
with that, it would be required to bind that rule provider via a guice 
multibinder to `ExtensionCalciteRuleProvider` annotation. 
   An example binding would look like : 
   `Multibinder.newSetBinder(binder, DruidExtensionCalciteRuleProvider.class, 
ExtensionCalciteRuleProvider.class).addBinding().toInstance(<provider-instance>)`
