This seems weird. IMO as this is a MSQ specific change, query context should
not be touched.
"ControllerImpl#initializeQueryDefAndState" should have the changes for
parsing the value from the key value context map.
Checkout `MultiStageQueryContext.isFaultToleranceEnabled(queryContext);` as
an example.
