### Description Iterating on #12277 to continue experimentation, this PR adds a new `useIncrementalBuckets` option to the `frontCoded` string encoding strategy, which when set to true is fed to `FrontCodedIndexedWriter` to cause it to write out a new "v1" version of `FrontCodedIndexed`. This version stores values in buckets based on a prefix of the previous value instead of the first value in the bucket like v0.
