### What problem does this feature solve?
I do not want `labelLayout.x` set but prefer the labels are placed beside
the symbol. But in this case, `labelLayout.moveOverlap` does not work, and the
labels will overlap.

### What does the proposed API look like?
Support `labelLayout.moveOverlap` when label is placed beside the symbol,
which is probably the most case in use.
