[文档里只写了水平/垂直](https://echarts.apache.org/zh/option.html#legend.orient)，实际上如果设给它其他非法的值（这里给了
'none'），就能达到这个效果。 此时 legend 会尝试填满可用空间，如果仍旧不够，则显示翻页控件 如果想画三行，就给 legend 三行的高度即可
