The global static Descriptor are different, and don't collide with each
other. But it's no the final config for `ref`.
```java
class B {
@ForyField(id=0, ref=true)
private Address addr;
}
```
If `Fory` is created with `refTracking=false`, the `ref` should still be
`false` even `@ForyField(id=0, ref=true)` .
So you need to update `ClassResolver/TypeResolver` to create some new
`Descripters` when `refTracking=false`
