Review Comment:
   The default condition for spark to use newPhysicalPlan is `newCost < 
origCost || (newCost == origCost && currentPhysicalPlan != newPhysicalPlan)` , 
this pr just adds a situation, `newCost == origCost && currentPhysicalPlan == 
newPhysicalPlan`, so I think the performance of newPhysicalPlan has not changed.
