Review Comment:
   Done in 6fe545120. Aggregate mode now exits 2 before writing  --baseline-out 
 when no per-shard  failures-*.txt  /  ran-*.txt  files are found. Since the 
gate-list download is  continue-on-error  and the aggregate job runs with  if: 
always() , missing artifacts would otherwise produce an empty baseline that 
could be committed and wipe  known-failures.txt ; that path is now a hard error.
