Fixed. Changed to `.timeConf(TimeUnit.MILLISECONDS)` for consistency with
`reclaimMaxWaitMs` and `asyncTimeoutOnTaskStopping`. The native conf map
default remains a numeric string since the C++ side parses it as int64.

Yes, opened https://github.com/facebookincubator/velox/pull/18072 to
upstream this. Once merged, the reverse-apply check in `get-velox.sh` will
detect it and skip the patch automatically.
