Review Comment:
Is the config value just passed from Java to C++? If so, will it be simpler
to just add a `value>=1` constraint in the Scala config definition? Then we can
still add `GLUTEN_CHECK(broadcastHashTableBuildThreads >= 1)` in C++ code
anyway.
