`VeloxColumnarBatchSerializer::framedSerializeWithStats`, which writes the V2 table cache frame, builds the partition stats blob with about 150 lines of inline marshaling. `buildStatsBlob`, added for the V3 frame in #12211, produces the same bytes, so any change to the stats wire format has to be made in both places. The V2 frame is still written when partition stats are enabled and the V3 path is unavailable, for example when the Gluten jar and the native library do not match. Some explanations, such as why the timestamp upper bound is rounded up, exist only in the V2 copy, and the matching comment in `buildStatsBlob` just points back to `framedSerializeWithStats`.
