## What changes are proposed in this pull request? `SubstraitToVeloxPlanConverter::convertSingleInput` took the Substrait Rel by value, which deep-copies the Rel together with its whole input subtree for every single-input node in the plan. It now takes a const reference. All callers pass a named Rel that outlives the call. For a plan with an `IN` filter of 10,000 literals under 20 projections, copying the Rels took about 11 ms per conversion, and about 56 ms with 100,000 literals under 10 projections. The plan is converted once per task. Fixes #13545. ## How was this patch tested? No new tests.
