### What changes were proposed in this pull request?
* Adds QLExpress4 dependency for dynamic expression evaluation in strategy
triggers and scoring
* Implements compaction strategy handler with partition-aware recommendation
logic
* Adds partition utility methods for generating SQL WHERE clauses from
partition metadata
