### What changes were proposed in this pull request? This pull request updates the CI workflow in `.github/workflows/build.yml` to add support for detecting changes in the `mcp-server` directory and conditionally running builds for it. Additionally, there is a minor documentation improvement in a Java utility file. ### Why are the changes needed? To optimize CI pipeline to reduce resource consumption.
