### Describe the subtask **Priority:** P3 (G5) **Problem:** The entity change log records entity changes only. Relation changes such as owner assignments and grants are not published, so `JcasbinChangeListener` polls `owner_meta` with its own SQL to keep other nodes' authorization caches current, and any new relation-derived cache would need its own poller. **Scope:** Publish relation changes (at least owner and role/privilege relations) through the store's change notifications, and move `JcasbinChangeListener` onto them. ### Parent issue #13621 -- This is an automated message from the Apache Git Service.
