   ### Describe the subtask

   **Priority:** P1 (G2)

**Problem:** `put(entity, overwrite)` uses one flag for a user create, an
import of an external object and a reconcile, which need different rules when
an entity already exists. All 8 `put(..., true)` call sites are external
create/import paths, and a natural-key conflict keeps the old id on MySQL but
fails on PostgreSQL, so a recreated table can inherit the old registration's
tags and grants or become unloadable (#13303).

**Scope:** Replace the flag with explicit intents (for example create,
create-if-absent, import, reconcile), define each intent's rule for an existing
entity and its id identically on every backend, and map the existing call sites.
