### Describe the subtask **Priority:** P3 (G6) **Problem:** `list` returns every entity in a namespace, with no pagination or count. `UserGroupManager` therefore calls `UserMetaService` and `GroupMetaService` directly for paginated listing and counts, bypassing the store and its contract. **Scope:** Add pagination and counting to the store interface and move `UserGroupManager` onto them. ### Parent issue #13621 -- This is an automated message from the Apache Git Service.
