Review Comment:
   Good catch, bounded here in a2db2c7f6 rather than left to the callers. In
#13700 the executor is called from JobManager's status poll, which queries the
jobs one after another on one thread, and from the REST request threads that
submit and cancel jobs, so a two minute wait per call is too long for both.

   Three configurations, applied to the client `Config` in all three connection
modes: `connectionTimeoutInMs` (default 5 s), `requestTimeoutInMs` (default 10
s) and `requestRetries` (default 2, fabric8's `requestRetryBackoffLimit`).
Measured with the defaults on the same call,
`client.pods().inNamespace(...).list()`: `https://127.0.0.1:1` fails in 0.4 s
(was 19.2 s), and `https://10.255.255.1:6443` in 16 s (was 129 s).
`testRequestLimits` checks the values in the kubeconfig and master URL modes,
and `testRequestFailsFastWithoutApiServer` pins the refused-connection case
under 10 s. The unreachable case was measured by hand and is not a test.

   Fewer retries also means fewer retries of throttled or failed responses; a
status query that fails is simply tried again by the next poll.
