Reworked this around the per-table single-writer approach agreed with Rory: one pinned snapshot, one allManifests pass grouped by spec, and one existing PUT containing the complete statistics maps. The merge API in #13532 is deferred. Cross-host coordination uses a shared filesystem lock held through publication. Ambiguous failures block subsequent cycles until explicit recovery, and automatic client PUT retries are disabled. -- This is an automated message from the Apache Git Service.
