### What changes were proposed in this pull request? - Adds `design-docs/testing/organization/SPIP-test-organization.md`: a proposal to organize tests into two Gradle suites, `test` (hermetic, the presubmit gate) and `integrationTest` (needs a container or a Gravitino server), each run by one task name with no test-selection flags. - Adds `design-docs/images/test-org-before-after.png`, the before/after picture the SPIP links. - Adds `design-docs/testing/.rumdl.toml` (100-column wrap, aligned tables), the same file as in #14005, so whichever lands first the other drops it from its diff. Draft for discussion; the decisions in "What this asks of reviewers" are open. ### Why are the changes needed? Today six Gradle properties, an environment variable and a package path rule decide what a `test` task runs, and backend IT jobs take 82 to 105 minutes with 28 `-x` exclusions. This doc agrees the direction before any stage of #14092 lands. Fix: #14092 ### Does this PR introduce _any_ user-facing change?
