### What changes were proposed in this pull request? - `testFormalizePath` initializes the operations with `randomCatalogInfo()` instead of `null`. ### Why are the changes needed? Same cause as the `testCheckJDBCDriver` fix: `FilesetCatalogOperations.initialize` reads the catalog info when `GravitinoEnv` still holds a metrics system from an earlier test, so the test failed intermittently, depending on class order. Fix: #14095 (item 7) ### Does this PR introduce _any_ user-facing change?
