### What changes were proposed in this pull request? - `TestJdbcMetricsStore` cleans up to one millisecond after `Instant.now()` instead of exactly now. ### Why are the changes needed? `clean(t)` deletes rows with `timestamp < t`. A row recorded in the same millisecond as the `Instant.now()` passed to `clean` survives, so the test sometimes sees one row where it expects none. Fix: #14095 (item 1) ### Does this PR introduce _any_ user-facing change?
