### Describe the proposal Tests use JUnit well for writing tests (99 files with `@ParameterizedTest`, 52 with `@TestTemplate`), but not for running them. No module has a `junit-platform.properties`, so every test class runs serially, and a hung test waits for the 120-minute CI limit. Once containers are shared (#13900), running classes in parallel in one JVM is the largest remaining speed lever. The blockers are shared state between tests: forced method order, fixed sleeps, and global system properties.
