### What would you like to be improved? Fileset type is fixed at creation. A managed fileset deletes its data on drop, but users cannot change an existing fileset to external to relinquish management of the data while preserving the registration. Related to #12550 and #13506, which cover existing-location protection and delete-on-drop controls. ### How should we improve? Add a `FilesetChange` operation to change an existing fileset between `MANAGED` and `EXTERNAL`: - `MANAGED` to `EXTERNAL`: retain the data on subsequent drop. - `EXTERNAL` to `MANAGED`: explicitly accept management of the data, including deletion on subsequent drop. Conversion must only update metadata, preserving the fileset ID, name, storage locations, properties, and existing files. Support Java, Python, and REST, and document the lifecycle semantics. -- This is an automated message from the Apache Git Service.
