### Describe the subtask Inject host services into authorizers, REST resources and plugins; replace the static authorization facades with injectable `MetadataAccessChecker` and `MetadataIdResolver`; add `AuthenticatorContext`, `AuthorizationPluginContext`, `AuthorizationServices` and `MetadataObjectDispatchers`; expose catalogs through read-only `CatalogAccess`; build the authorizer in the graph.
