Review only this PR's own commits. ### What changes were proposed in this pull request? - **`gradle/ci-stages.gradle.kts`:** `ciLint`, `ciVerifyShards`, `ciSmallTest`, `ciMediumTest<Shard>` (hive, jdbc, others), `ciShards`. - **`build.yml`:** `lint` -> `build` (compiles test code too) -> `test` -> `medium-test` matrix + `core-test` -> `coverage`. ### Why are the changes needed? **Cheap failures first.** Lint and compile errors stop the run before any container starts. Medium shards are declared, and `ciVerifyShards` fails when a Docker module is unlisted or the catch-all grows. Fix: #14169 ### Does this PR introduce _any_ user-facing change? Check names change (`build (17)` becomes `lint`, `build`, `test (17)` and `medium-test (<shard>)`). `.asf.yaml` pins no required checks. ### How was this patch tested?
