### What changes were proposed in this pull request? - **Drop libssl1.1:** remove the wget/dpkg install from the build, backend IT, Iceberg REST Trino IT and contrib jobs. - **JDK 24 via Gradle:** `org.gradle.java.installations.fromEnv` in `gradle.properties` replaces the awk step in `setup-java-toolchains`. - **Maintenance-only via paths filter:** an `outside_maintenance` filter replaces the bash loop. - **Coverage:** `download-artifact` with `merge-multiple` replaces the find/install loop. ### Why are the changes needed? **Less shell in CI.** libssl1.1 came in with Lance stats (#8228); Lance 6.0.0 passes on Ubuntu 24.04 with libssl3. The other three replace hand-written shell with a declarative setting. Fix: #14167 ### Does this PR introduce _any_ user-facing change? No. ### How was this patch tested? actionlint clean. Locally, `TestLancePartitionStatisticStorage` passes without libssl1.1, and Gradle detects JDK 24 from `JAVA_HOME_24_X64`.
