### Describe the subtask Implement the Domain REST APIs following the Domain design (#13866): - Domain CRUD and publish/unpublish. - Parent attachment, movement and detachment. - Backing-tag updates and subdomain listing. - Member listing and domains-of-an-object lookup, based on #14385. - Request/response DTOs, validation and error mapping. - OpenAPI specification and unit/REST tests. Member assignment reuses the existing tag APIs.
