### What changes were proposed in this pull request?
Add the complete Domain REST API: domain CRUD, publish/unpublish, parent and
backing-tag updates, subdomain listing, member listing, and
domains-of-an-object lookup. Include request/response DTOs, validation, error
mapping, OpenAPI documentation, and tests.
This draft also includes the prerequisite core membership query commit,
which is not yet in `branch-domain-dev`. Domain authorization and DRAFT
visibility are being implemented separately.
### Why are the changes needed?
Expose Domain management and tag-derived membership through REST.
Fixes #14648. Related to #14385; part of #13864.
### Does this PR introduce _any_ user-facing change?
Adds Domain REST endpoints under `/api/metalakes/{metalake}/domains` and
`/api/metalakes/{metalake}/objects/{type}/{fullName}/domains`. Member
assignment continues to use the existing tag APIs.
### How was this patch tested?
- Full common tests: 620 cases, one skipped; full server tests: 747 cases,
no failures.
- `./gradlew :docs:build spotlessCheck -PskipITs` passed.
- Independent reviews and follow-up fixes covered JSON serialization,
OpenAPI schemas, and HTTP error contracts.
Integration tests are deferred to a follow-up.
