### Describe what's wrong
The Paimon catalog doc says `uri` is required when `catalog-backend` is not
`filesystem`. Catalog create still accepts a `hive` or `jdbc` backend without
`uri` and stores the catalog. The missing setting is reported only when the
catalog is first used.
### Error message and/or stacktrace
No error on create: HTTP 200.
### How to reproduce
`POST /api/metalakes/{metalake}/catalogs` with `provider=lakehouse-paimon`,
`catalog-backend=hive`, a `warehouse` and no `uri`. The catalog is created.
