+1 on PR request template.
Agree with Vinoth, We can start with a lenient approach and update the template
dynamically.
If Jira supports templates, it would be useful to come with Jira templates too
(again just as a guidance). As we are planning to generate release notes from
Jira, having a Jira template would be more impactful w.r.t release-notes.
