Hmmm, understood. Please correct me if my understanding is wrong:
1. remove conversion support for TIMESTAMP(9)
2. retain `Timestamp96Writer`
Is that correct? If so, I'll make the necessary changes, cleanup the tests a
little and update the PR's changelog.
