### Change Logs
- Return the meta client created when doing a "refreshTimeline" so we can
use that instance instead of creating a new one
- Add ability to initialize the table during StreamSync creation without
loading the full timeline
### Impact
- Makes the construction of the StreamSync class more lightweight
- Minor efficiency gains by avoiding re-reading the hoodie properties when
building meta clients
