Review Comment:
   > a. completed ingestion commit. and compaction plan that just got generated 
is going through conflict resolution.
   if there are overlapping file groups, we are failing here. bcoz, the cur 
plan generated would not have included log files produced by an inglith 
ingestion commit.
   
   The v8 can never include inflight log files, actually our fs view never 
expose any uncommitted log files, the planner would filter out thouse log files 
finished after it's requested compaction time.
