### Change Logs Cherry-picked from https://github.com/apache/hudi/pull/13125 Use same filter in getAllFileSlicesBeforeOn as is used in getAllFileSlices ### Impact Fixes bug where slice can be returned without being committed which can cause issues in other parts of the code.
