Right now this pr is just intial setup and its hard to know if there will be further issues. If you have some kinda poc draft code you can link to this pr for the next stages then we could likely merge this initial step. I did not decomposed Lance integration task so that writeBloomFilter and readBloomFilter functionalities appear in separate sub-tasks (issues).
