## What is the purpose of the pull request
*Fixing detection of GCS FileSystem
## Brief change log
- Modified the way we detect GCS Filesystem.
- Since the call was happening in a static method, had to make changes in
lot of files to pass in the FileSystem or isGCSFileSystem.
## Verify this pull request
Fix is applicable only to GCS File System. Going to rely on customer to test
it out.
