## What is the purpose of the pull request
Fix archival of requested replacecommit with timeline layout version 1
## Brief change log
With timeline layout version 1, requested files also need to be archived.
This doesn't seem to work well with replacecommit because requested file is
created in avro format. The actual commit is in json format.
This is not an issue with timeline layout version 0 because requested files
are not archived. Most of the tests are assuming timeline layout version 0
