Fixed here with `user: root` on the notebooks `minio` service
(1811304b7ac8). That is what the old quay.io image ran as, so `./data/minio`
stays the persistence dir the README documents. With a root-owned 0755 `/data`
the current image actually starts and then `mc mb` fails with Access Denied, so
same outcome: no bucket. The `docker/compose` stacks are fine as-is: named
volume, and the image ships `/data` as 0777 so the volume inherits it. Same
one-liner on #20059.
