## Description
GitHub is moving the `ubuntu-latest` label to Ubuntu 26.04 (rollout Oct 19
to Nov 19, actions/runner-images#14748). Its newer GCC fails to compile the
RocksDB 8.10 sources bundled by `librocksdb-sys 0.16`, so `check-code` and
`msrv-check` are red on `main` since d0637b4b and every PR is blocked. The real
fix is the `rocksdb` bump in #837; this is the stopgap that unblocks CI now.
Pins every `ubuntu-latest` in `.github/workflows` to `ubuntu-24.04`, the
image the label resolved to until last week, mirroring apache/hudi#20418. 12
entries across 5 files, no other changes. The only visible side effect is the
manylinux wheel job's matrix name, which becomes `Build the manylinux wheel
(ubuntu-24.04, x86_64-unknown-linux-gnu)`; `.asf.yaml` names no required check
contexts, so nothing needs updating there.
