@leesf has a point that we should differentiate between user and system
level configs may be.
@prashantwason IIUC without multi writer turned on, we would expect the
users to turn the sync off in all but one pipeline?
Otherwise, this config is mostly for the purposes of turning off sync from
async clean, compact, clustering.
@leesf do you have any suggestions on the naming ?
