chore(repo): remove incubating references after TLP graduation (#3928)
Apache Iggy graduated from the Apache Incubator to a
top-level project. Drop the incubation disclaimer from
Dockerfiles, READMEs, and edge release notes, delete
the DISCLAIMER file, rename release tarballs from
iggy-<version>-incubating-src to iggy-<version>-src,
and strip "(Incubating)" from NOTICE, LICENSE, package
metadata, CLI about text, and the bench dashboard
footer. SECURITY.md now says PMC instead of PPMC.
