existence now beats config/shape rejection (probes only on the rejection
path, no extra round trip on the happy path — fixes Kafka Connect's idempotent
bootstrap); validate_only now
enforces the same 1000-partition cap the real path does;
replication_factor > 1 now rejected (was silently accepted then reported back
as 1); error_message defaults to None instead of Some(""); 100-topic cap now
answers POLICY_VIOLATION (44) with a descriptive message instead of
INVALID_REQUEST.
