Review Comment:
- This PR is to just add public APIs to wrap internal methods, not changing
the behavior.
- `DefaultAgenda.activateRuleFlowGroup` calls
`AgendaGroupQueueImpl.setFocus`, so it doesn't break focus-stack
propagation/ordering/thread-safety.
