I was thinking of something similar (although not an xml). Didn't I send a 
(very) short note on "infrastructure changes"? (But I have a clearer idea of 
what that would mean now, I think.) The question is who will setup the 
infrastructure and who will fill the information about the files.

In any case (and I think I noted that in an e-mail as well), an alternative 
would be to reuse the external binaries framework. Although even that is 
tricky, for various reasons. Not sure why that would be closing eyes for the 
reality - there are many more files and libraries NetBeans needs (launchers, 
OSGi (Felix, Equinox), ...). Are these XSDs needed more than launchers? I 
suspect there's a way to do it in a way that is unrecognizable for users from 
the current state. So to me, this is mostly a decision on what is easier to do 
and defend.
