I imagine the binaries will be delivered through a list of mirrors.
This URL: [https://www.apache.org/dyn/closer.cgi?as_json=1] returns a list of
mirrors sorted by preferred geographic location (in JSON format).
If we set up a web site holding the binaries and add that website to the Apache
mirror network we could then use the above url to use an appropriate Apache
mirror for the update center.
I may propose a sample website within a few days.
