Is it still happens? Most possible culpits:
* Windows Antivirus software
* Java Garbage collections during load
* Misbehaving plugins
You might try to disable AV to check the NetBeans user directory and user cache
directory and maybe the NB install dir.
You could try to use -J-XX:+UseStringDeduplication and/or increase your heap in
netbeans_defaut_options in etc/netbeans.conf--
