Well, this is harder to be achieved as I thought.

On 8.2 the validate method of a module installer could throw an 
IlegalStateException and then that was displayed by NeBeans, but the IDE was 
able to be loaded. It seems that functionality has been regressed.

Also as Gradle in not a separate feature but a part of Groovy kit simply 
disabling Gradle also disables the Groovy kit. 
Atilla's plugin depends on the Groovy kit, so it cannot be enabled while the 
Gradle integration is being disabled.
